The Elysée Treaty signed on January 22, 1963 confirmed full reconciliation between France and Germany. The development of numerous Franco-German courses and curricula testify to the willingness of the two nations to actively contribute to ever closer cooperation between the two nations.
The Paul-Verlaine University in Metz was intent on taking advantage of its exceptional position in Europe, at the crossroads of the French, German, Belgian and Luxembourg borders - a space currently known as the Saar-Lor-Lux Area. In anticipation of the efforts to build a new Europe of academic studies, ISFATES / DFHI was created in 1978 as the first Franco-German institution for higher education.
Ranking first at national level
The Franco-German courses offered by the University are leaders in France in terms of diversity and enrolment. The major institution in this context is ISFATES (for Institut Supérieur Franco-Aallemand de Techniques, d'Économie et de Sciences) / DFHI (for Deutsch-Französische Hochschulinstitut für Technik und Wirtschaft) with some 380 students in the following departments: mechanical engineering, computer science, civil engineering, electronics, management science and logistics.
In addition to this Institute and their original cross-disciplinary program, Franco-German course programs are also offered :
- in the IUTs (Technical Colleges) : in Chemistry, Bio-engineering, Logistics management and Transportation ;
- at bachelor's level: in Law, Cross-border communication and cooperation, History and Geography ;
- at master's level: in Private law focusing on Cross-border matters, Cross-border communication and cooperation,
German studies, Franco-German management, Modern languages and International Affairs, International finance, Chemistry, Biology, Electrical engineering and Industrial Data Systems.
A centre of excellence
The Paul-Verlaine University in Metz is strongly Europe-oriented and offers to students :
- integrated curricula ;
- Franco-German joint diplomas ;
- international diplomas awarded jointly by the UPV-M and the partner institution as part of the ISFATES /DFHI scheme.
Among such Franco-German joint programs, numerous diplomas have received accreditation from UFA (Université Franco-Allemande) / DFH (Deutsch-Französische Hochschule).

The Franco-German course programs - indeed a unique feature of the UPV-M - are now offered by ISFATES/DFHI on the Metz Technopôle Campus. The new building of IPEFAM (for Institut Polytechnique d'Études Franco-Allemandes et de Management) stands close to ENSAM and the building due to host ENIM. The new edifice was inaugurated in February 2009 and some 800 students of various nationalities are currently studying and doing research there. As the institution was created to host both ISFATES/DFHI programs and the courses offered by Études Supérieures de Management - Institut d'Administration des Entreprises, priority goes to management and engineering in the Franco-German context. But the institution also offers courses related to such themes as dual culture, dual competence (management / engineering, work-oriented education / research) and European intercultural education.
